Graduated in Political Economics at Bocconi University of Milan, PhD in Economics and Regional Integration at Hitotsubashi University of Tokyo with a thesis on technology transfer and development of Southeast Asian countries.
He lived in Japan for about fifteen years, where he worked with several local universities and Banca d’Italia, he then moved to Malaysia, where he served with the European Commission and the Asia-Europe Institute of the University of Malaysia. 
In 2002 he joined the Asian Development Bank (ADB) and since 2014 he is Country Director for ADB in Kazakhstan, with offices in Astana and Almaty.
He has published several essays, articles, and books on topics related to regional integration and Asian economic development.
